软科学研究服务社会大有可为
编前语：30年的改革开放实践，经历了摸着石头过河的茫然和趟着雷区前行的艰难，中国正在走向成熟。社会成熟的象征是和谐宽容的环境，安居乐业的人民。而要实现这一切，需要一个具备科学决策能力的政府，更需要培养一个为决策提供科学依据的群体———软科学研究机构。他们的声音，为社会理性发展提供了一份保证，他们的探索，加速了社会的成熟。北京市科学技术研究院即拥有这样一支队伍，细读他们的报告，我们看到的不仅是智者的思考，更是一个站在社会发展前端的群体发出的有责任感的建言。
我们感谢社会的成熟，也一定感谢他们———以知识和责任感服务社会的软科学研究学者们。我们有理由相信，在中国社会前行的道路上，他们的声音正在越来越响亮。
（一）科学决策与城市发展
举世瞩目的第29届奥运会举办期间，一份来自北京城市运行监测平台的“城市运行综合信息报告”成为北京市政府判断城市运行状态的重要依据。这份报告依托于北京市科学技术研究院所属城市系统工程研究中心与劳保所共同合作，于2008年初受北京市2008环境建设指挥部办公室委托的科研课题———城市运行信息采集与分析，据此课题研究，建立了“北京市2008城市运行分析监测平台”，平台首次汇集了综合反映北京城市运行的300多项体征指标，从城市运行相关因素关联作用的机理上，对城市运行指标进行了综合分析，并预测1—3天城市运行状况。
在政府决策科学化已成为时尚的今天，为政府决策提供科学依据，是软科学研究的主要内容之一。作为国内最大的地方科研机构，北京市科研院开展软科学研究已经24年，建有北京市科学技术情报研究所、北京城市系统工程研究中心、北京科学学研究中心、北京决策咨询中心，“元老”级的阅历加上科学研究的客观分析，使北京市科研院作出的研究报告已经成为城市管理者决策的主要依据。
北京市科研院所属北京城市系统工程中心的研究人员积极参与了中国区域创新能力的系列研究，参加了中国科技发展战略小组研究并出版《中国区域创新能力报告》（2002年、2004年、2005年、2006年等）。科学学中心完成了《北京建设创新型城市进程评价研究》工作，通过对创新型城市的内涵研究以及国内外建设创新型城市的经验借鉴，建立北京建设创新型城市进程评价指标体系，分析了目前北京建设创新型城市的现状、优势、不足和实现的程度，提出能充分发挥北京自身优势、弥补自身不足的有效对策和建议，推动北京创新型城市的建设。编辑《关于创新型城市建设研究报告》向北京市委市政府提供创新型城市建设的信息，为北京创新型城市建设提供决策依据。
该院系统工程中心还承担了“北京地区自主创新企业典型案例研究”课题，重点调研了北京地区多家企业，总结了北京企业自主创新的相关模式和机制，同时对于北京创新资源整合效能最大化的规律进行了研究，并提出了促进企业自主创新的相关政策建议，并出版了《北京企业创新研究》。该院目前正在开展“本市企业成为创新主体的现状、问题以及政策研究”课题，主要研究对象将侧重在北京地区的服务业企业，针对北京地区服务业企业是否成为创新主体，以及成为创新主体的现状、问题等方面进行研究。开展课题“北京自主创新能力研究”针对北京地区企业、科研院所、高校等主要从事科技活动的机构进行创新能力的整合研究。预期通过对北京区域创新体系建设的新模式和新思维研究；北京区域创新体系的框架以及运行机制的研究；区域创新体系各主体的相互关系和相互作用的研究；对创新体系构建中存在的问题进行研究，从而完善首都区域创新体系的框架，发挥创新体系服务城市发展的重要作用。
该院联合中科院科技政策与管理科学研究所建立“北京科技政策研究中心”，开展了《科技政策与经济协调》、《知识产权政策》研究，为政府提供决策咨询建议。北京科学学研究中心和中科院科技政策与管理科学研究所共同组建“北京科技政策研究中心”，中心紧密围绕首都经济建设和社会发展的战略目标，以及科技促进首都经济社会发展中的热点、难点和关键问题，研究科技发展规律和趋势，开展了《科技政策与经济协调》、《知识产权政策》研究，为政府提供决策咨询建议。
目前，由科技情报研究所编辑出版的《科技情报》、《国外城市管理动态》两份刊物为市人大、政协、各委办局、区县政府、科技园区、科研院所、高校等81家单位提供决策参考信息。朱善璐书记、市科委马林主任等领导都就其中的重要问题做出过批示。
（二）职业素养与社会使命
当建设创新型国家成为全社会的选择时，建设创新型国家和创新型区域的路径显得尤为重要。全社会已形成了共识，那就是科学决策、共建和谐。缘此，软科学研究就显得更尤为重要。它的成果将促使决策者更为明智，社会更加成熟。在经历了30年的经济资本积累后，社会资本的积累也正在高调走入我们的社会。“我们正处在一个社会责任和社会关注并重的时代，对于我们这是机遇也是挑战”。北京市科研院城市系统工程研究中心副主任韩杰认为，科学决策的前提是科学研究。
专业的素养和使命感，使得北京市科研院的学者们，在课题的研究中着眼于综合环境的协调，力求运用系统工程的原理分析现象，做出判断。
该院城市系统工程研究中心在进行区域新农村建设课题研究中，从“生态建设”、“资源规划”、“非农产业调查”、“和谐村镇研究”等方面入手，为新农村建设的综合治理提供了整体解决方案，业内人士评价，较之众多关注技术引进的方案，这一方案体现了区域均衡发展的建设目标。
该院所属科技情报研究所深入京郊乡镇，在深入调研的基础上，组织编写了《密云发展文化创意产业分析及主题建议》、《密云特色资源调研项目书》,编写了《精品农业观光园项目计划》,完成了《密云县精品农业观光示范园区选址报告》,获得了区县领导的认可。软科学研究提出的科学规划为首都区县新农村发展提供了指导，首都新农村建设在科学调研、整体策划的基础上将会健康发展。
在该院科学学中心完成“在京外资研发机构对地区科技创新的影响评估”研究中，不仅提供了“北京地区科技资源总体情况”、“国内外建设创新型城市的经验”等报告，而且通过大量研究分析后指出，在京外资研发机构对区域科技创新的影响，挑战大于机遇。决策咨询中心完成国家软科学项目“环渤海区域创新发展的战略研究”，提出了多项创新发展观点，为促进环渤海区域经济振兴和发展提供了理论依据。
北京市科研院的软科学研究群体中，75%%是35岁以下、具有博士学位的年轻学者。青年人的热情与高学历背景下的知识结构，使北京市科研院的软科学研究报告，既有学者的冷静严谨，又不失青年人特有的敏锐、坦率。“我们希望自己成为社会发展的守望者，所以我们在将知识贡献给社会的同时，也愿意承担言者的风险”。

8月26日上午，2008年度“上海发展研究奖学金”项目签约仪式在上海市政府发展研究中心举行。市府发展研究中心、市府研究室、上海发展研究基金会有关负责人，中心各业务处处长，奖学金获得者及部分推荐单位研究生管理部门负责人出席了签约仪式。市府发展研究中心副主任孙福庆宣布了获奖名单及实习安排，随后奖学金项目管理组织方、资助方、执行方、奖学金受益人及其推荐单位即开始履行合同书签订手续。
“上海发展研究奖学金”是由上海市政府发展研究中心和上海发展研究基金会从今年起设立的项目，旨在为国家和上海培养理2008年度“上海发展研究奖学金”项目日前举行签约仪式论与政策研究后备力量，为有志于经济、社会、文化发展研究的青年研究人员提供理论联系实际的平台和机会。本市有关高校和科研院所135位博士生、硕士生申请该项目，经专家评审和面试，最终有10名同学成为该奖学金受益人。签约后，他们将从今年9月起分别在市府发展研究中心、市府研究室和上海发展研究基金会进行为期一年的实习。

为加强上海市决策咨询研究重点（公开招标）课题和热点课题的组织研究工作，中心根据《上海市决策咨询研究课题管理办法》，制定了《上海市决策咨询研究重点（公开招标）课题管理实施细则（试行）》和《上海市决策咨询研究热点课题管理实施细则（试行）》，并于近日颁布施行。
管理实施细则进一步细化了课题选题、立项、经费拨付等的相关程序，明确了课题承接人和课题联络员的职责和要求，提出了相应的奖惩措施。
管理实施细则明确了研究成果形式为研究报告和上报市领导的内部参阅材料，并首次提出内部参阅材料如有市领导批示将给予一定奖励的措施。

7月31日，南京市科协、市科技局、市郊县中小企业局联合举办了南京市科技政策系列讲座。共35家企事业单位、区县政府相关部门的226人次到堂听讲。
此次讲座邀请了市科技局高新处、知识产权处、计财处及市软件办的相关负责人，分别开展了《高新技术企业认定管理办法解读》、《南京市知识产权现状及相关政策》、《南京市科技计划项目申报与管理》、《南京市软件政策解读》四个专题。着重针对实行新的《企业所得税法》后，高新技术企业的认定办法有所调整，企业应如何把握相关政策、南京市专利实施专项经费指南、专利技术的产业化、专利技术的二次开发、专利技术的信息利用、南京市科技发展计划项目的申报及科技项目的管理、《关于进一步推进南京市软件发展的政策意见》及相关配套政策等内容进行了详细讲解。
不少听讲人员还与讲授人员以问答的方式进行积极互动，会场秩序井然，气氛热烈。此次讲座较好地宣传了企业关注度较高的相关科技政策，为企业技术创新提供了政策指导服务，深受企业欢迎，取得了很好的社会效果。
南京市这一举措为成都市科技系统带来良好借鉴范本，就如何促进企业依靠科技提升产业实力、熟练掌握评估所需项目策划包装技巧、充分利用科技政策加快发展等方面起到积极作用。

中共中央政治局常委、国务院总理温家宝4日上午来到中国科学院高能物理研究所，考察不久前完工的北京正负电子对撞机重大改造工程，并与科学家座谈。
北京正负电子对撞机是世界八大高能加速器中心之一。1988年10月24日，在对撞机首次实现正负电子对撞后，邓小平等党和国家领导人来到这里考察，邓小平说：“过去也好，今天也好，将来也好，中国必须发展自己的高科技，在世界高科技领域占有一席之地。”多年来，我国科学家利用这一装置在世界高能物理领域占据了一席之地。2004年起，我国投入6亿多元人民币，实施了北京正负电子对撞机重大改造工程。经过4年多的努力，改造后的北京正负电子对撞机性能大幅提升。
上午9时许，温家宝来到北京正负电子对撞机中央控制室大楼一层大厅，参观了对撞机重大改造工程模型沙盘，听取介绍。接着，他又来到位于二层的中央控制室，与值班人员一一握手，亲切交谈，并通过显示屏认真观看对撞机运行情况。
储存环是对撞机的关键装置，改造后的北京正负电子对撞机从原来的单环变成了双环对撞机，正电子和负电子对撞的束团数目从单环时的1对增加到93对。温家宝走进安装储存环的环型地下隧道，在超导高频枪、扭摆磁铁等装置前，不时驻足停留，认真听取工作人员的介绍。
在报告厅前，温家宝与科学家们亲切合影留念。随后，他在报告厅和中科院负责人、科学家代表进行了座谈。座谈会由全国人大常委会副委员长、中国科学院院长路甬祥主持。中科院高能物理研究所所长陈和生、光电研究院院长相里斌、遗传与发育生物学研究所李振声院士、中科院副院长丁仲礼和美籍华裔物理学家、诺贝尔物理学奖获得者李政道先后发言，分别就我国大科学工程装置的建设和发展、加快空间领域技术攻关和应用、大力发展农业科技、加强固体矿产资源领域科学研究、加强基本粒子研究等提出意见和建议。
座谈会上，温家宝认真倾听，不时插话，和科学家交流。温家宝对20年来北京正负电子对撞机工程建设取得的成绩给予了充分肯定。他说，对撞机的建设，奠定了我国在粒子物理领域的国际地位，为从高能量和高精度研究物质结构的最基本单元及其相互作用规律提供了重要的研究手段。对撞机的建设，培养了我国第一批大科学工程建设、运行和管理人才队伍，为我国的大科学工程建设提供了有力的人才支持。他希望研究所在继续保持核物理方向优势地位的同时，努力建设具有世界先进水平的、对国内外开放的大型多学科综合性国家研究基地，为提升我国基础前沿研究水平和自主创新能力作出贡献。
温家宝说，科学技术是解决世界诸多重大挑战的关键。在当前世界经济面临危机的情况下，依靠科技进步应对国际金融动荡，促进经济平稳较快发展具有重要意义。为此，经济社会发展必须更加依靠科学技术，科学技术工作必须更加面向经济社会发展。要依靠科技创新，促进经济结构调整，转变发展方式，培育新兴产业，扩大国内需求，提高产业和产品的核心竞争力，实现国民经济又好又快发展。
温家宝指出，中国现代化建设的长远战略要求我们大力发展科学技术。我们必须从中国现代化进程和我国经济社会科学发展、和谐发展、可持续发展对科技提出的新要求出发，前瞻思考科技发展大势、统筹谋划未来发展战略。要抓住关系我国现代化进程的关键领域，集中力量重点突破。要进一步夯实我国的科学基础，大力加强基础和前沿研究，推动我国已有相当优势的学科进入世界先进行列。
温家宝强调，中国科技的未来取决于我们能否更好地培养、吸引和使用青年科技人才，能否更好地创造激励创新的良好环境，使他们能够自由地探索创新，全身心地投入科教兴国的伟大事业。
在高能物理所考察时，温家宝会见了出席中美高能物理联合委员会第29次会议的美国科学家代表。温家宝说，北京正负电子对撞机既是中美科技合作的典范，也是多国科技合作的典范。这个项目的合作富有成果，产生了第一流的成果和技术。中美在科技领域的合作符合两国利益，也会造福两国人民。我们既要立足于自主创新，又要学习借鉴世界先进科技成果，进一步扩大科技合作和开放的领域。

10月14日，厦门市政府发布了《厦门市人民政府关于聘请厦门市第四批科学技术顾问的决定》，增聘程津培等26名科技顾问。据悉，2002年以来，我市已分三批聘请了58名科技顾问。
今年3月份，设在市科技局的市科技顾问办公室开始面向各行各业展开第四批科技顾问的征聘工作。 3月31日市科技局发布《关于继续征聘厦门市科学技术顾问的通知》，向我市相关职能部门和高科技企业征集科技顾问，在围绕厦门市“十一五”规划重点发展领域中的生物技术、光电子技术、精细化工、海洋生态、城市交通和车辆工程等领域，提出增聘26名相关行业的知名专家、院士作为第四批市科技顾问的建议，经市政府研究决定，聘请这26名专家、学者为我市第四批科学技术顾问。
本批科技顾问与前三批相比，一是所涉及的专业技术领域更宽；二是与我市产业发展需求更加密切，这些专家已经或将与我市的光电、软件、生物医药、电工电气、车辆工程等新兴产业开展合作，提供重要技术支撑和信息服务，将有力地促进高新技术产业的发展；三是更加有力地推动市校、院地科技合作工程的实施，为两岸的科技交流与合作发挥着更重要的纽带作用。而且，这些科技顾问均和厦门有着良好的关系，他们都十分关心厦门的发展，先后多次到过厦门，经常提出各种建议，部分还是福建、厦门籍的专家院士。

NEW YORK — The stock market stabilized Monday as investors looked for cheap stocks after a four-week losing streak.
The Dow Jones industrial average gave up a 200-point rally and was up 45 points by late afternoon. Compared with the wild swings of earlier this month, Monday's trading was relatively calm.
Hewlett-Packard Co. rose 4 percent, the most of the 30 large companies in the Dow Jones industrial average. H-P sank 20 percent on Friday after saying it planned to sell its PC business and stop selling other products.
Bank stocks, which have been clobbered over worries about Europe's debt crisis, took another fall. JPMorgan Chase & Co. dropped 2 percent. Bank of America lost 7 percent, the biggest drop among the 30 Dow companies. Analysts at Wells Fargo cut their price target on the bank's stock, citing fears that the U.S. could slip back into a recession.
Sam Stovall, chief investment strategist at Standard & Poor's equity research, cautioned against reading too much into the market's early jump Monday.
"A two-hour rally isn't enough to change the trend," Stovall said. "It's natural in a declining market to have some days that run counter to the overall trend."
A week ago, the stock market was also in a period of relative calm. By Thursday, bad economic news returned and the Dow fell 419 points.
The S&P 500 index has lost 12 percent this month, putting the broad market measure on course for its worst August since 1998. After falling four weeks in a row, some stocks are appearing too cheap for investors to pass up, Stovall said.
Investors are still worried that the U.S. may fall into another recession. Some hope the Federal Reserve may announce some kind of action to help the economy when it holds its annual retreat in Jackson Hole, Wyo., on Friday. Stovall thinks some investors are banking on Bernanke offering some soothing words in his speech Friday. "Even if the Fed just lets people know they're not asleep, that would help," he said.
The Dow rose 45 points, or 0.4 percent, to 10,863 in late afternoon trading.
The S&P 500 rose 2 points, or 0.1 percent, to 1,125. It had been up as many as 22 points. The Nasdaq was up 5 points, or 0.2 percent, to 2,347.
The Dow has lost 10 percent this month on signs that the U.S. economy is slowing. Manufacturing dropped sharply last month; there are concerns that consumers will cut back their spending, especially after they've watched stocks plunge; and earlier in August the U.S. government's credit rating was downgraded.
The Chicago Board of Options Exchange's volatility index has soared 68 percent this month. That's a sign investors are anticipating more wide swings in the S&P 500, the index most professional investors use. The index fell nearly 3 percent Monday.
Treasury bond prices and gold have been rising this month as investors seek refuge from the turmoil in stocks. The yield on the 10-year Treasury note dipped below 2 percent last week, a record low. The yield was trading at 2.09 percent Monday afternoon. Yields on bonds fall when demand for them increases.
Gold rose 2 percent to $1,892. Gold has risen 16 percent so far in August.
Eight of the 10 industry groups in the S&P 500 rose. Telecom stocks rose 1 percent, the most of any industry in the index. Boeing Co. rose 1.8 percent after Britain's Royal Air Force said it would buy 14 Chinook helicopters for $1.6 billion.
Lowe's Cos. rose 1.5 percent. The home improvement retailer said it will buy back up to $5 billion stock over the next two to three years. Last week, Lowe's lowered its sales forecast for the second half of the year as shoppers grow more worried about the economy.
Stocks have fallen for each of the past four weeks on worries that the U.S. might enter another recession. The S&P 500 index lost 4.7 percent last week. The sharpest drops came Thursday with news of weaker manufacturing in the mid-Atlantic states and an increase in the number of people who applied for unemployment benefits.
No major economic reports are due out Monday. Later in the week, traders will be sorting through figures on new home sales, chain store sales, durable goods orders and weekly claims for unemployment benefits to see if another recession could be on the way. The government will also release revised figures for second-quarter economic growth Friday. Another significant revision downward could alarm investors.
