12月6日，中科院在京召开“推动科技创新、促进科学发展”高层战略研讨会。会议由院长、党组书记路甬祥同志主持，在京院领导班子成员及相关局局长出席了会议。
    面对世界金融危机，党中央、国务院对宏观经济政策做出重大战略调整，根据国家近期的一系列紧急部署，中科院积极响应，进行了一系列研究和部署。为了更好落实相关举措，结合深入学习实践科学发展观的要求，召开这次高层战略研讨会，旨在对全院梳理出的计划、项目进行认真研讨，尽快确定出中科院近期的主要举措和实施方案。
    会议集中讨论了符合国家新增财政投入方向和要求的，有望在明后两年提前启动的国家重大科技基础设施(大科学工程)项目、基本建设项目，以及若干能够满足国家经济社会发展需求、可能在近期申请国家立项启动的重大项目、计划和示范工程等。与会人员对各个项目的目标、方案、可行性等进行了认真而充分的讨论。
